日照拥有悠久的历史，牛津大学出版的《世界史便览》称，公元前3500年到公元前2000年的日照两城，是亚洲最早的城市。

夏、商时期属东夷，西周到战国前期属莒国。

宋元佑二年（公元1087年）设日照镇，属莒县，取“日出初光先照”之意，始有“日照”之名。

金大定二十四年（公元1184年）设日照县，属益都府莒州，明代属青州，清代属沂州。

民国时期，先后属胶州道和琅琊道；1928年撤道，直属山东省政府。

1940年3月，中共领导的日照县抗日民主政府成立，次年8月隶属滨海专员公署。

新中国建立后先后划归沂水行署、胶州行署、临沂行署。
